The orchestrated media blitz, replete with approving noises made by those European and Arab politicians eager to be rid of Palestinian refugees, conveniently ignored the fact that the understanding reached between some Palestinians and Israelis on the shores of the Dead Sea, later dignified with the name Geneva Accord, is in essence no more than the blueprint produced by the Israeli intelligence service to "solve" the issue of Palestinian refugees.

Al-Baqa'a Palestinian Refugee Camp in Jordan -- Al-Baqa'a is Jordan's largest Palestinian refugee camp, located on the outskirts of Amman and home to more than 100,000 refugees. In the heart of one of Jordan's many desert valleys, at night, Al-Baqa'a is a beautiful array of lights sparkling below the wealthy hilltops of Amman. But, when visiting Al-Baqa'a during the day, it emerges as an impoverished Palestinian community of countless markets and shops lining small crowded streets of makeshift homes.

The "Geneva Accord" drafted and signed by Palestinian and Israeli negotiators acting in their private capacity has received extensive international attention. The Accord is apparently based on earlier discussions begun during the Taba talks of January 2000 that followed the failed Camp David summit; Taba broke down without an agreement when Bill Clinton was replaced by George Bush and when Labor's Ehud Barak by Likud's Ariel Sharon. Official Palestinian-Israeli talks have been largely non-existent during the years since.

On 1 December -- ten years after the Oslo peace process was launched -- Israeli and Palestinian negotiators in Geneva finally sealed a peace agreement that "constitutes an end to all claims on both sides". Before world leaders old and new, the Palestinians agreed to share sovereignty in occupied East Jerusalem, including within the Old City, and renounce the right of return. The Israelis agreed to withdraw from most of the Palestinian territories occupied in 1967 and evacuate 115,000 settlers out of the 400,000 who currently reside there.
